A country falls in an international education table. Headlines ask what went wrong. Politicians promise improvement. Teachers receive new expectations.
But between a national score and a better lesson lies a great deal of work. Someone has to understand the difficulty, decide what might help, and make it possible for students and teachers to do something differently.
That is the question behind today’s education news: how can assessment lead to better learning?
What is PISA, and why is it in the news?
The Guardian reports falling PISA scores in several European education systems.
PISA stands for the Programme for International Student Assessment. Run by the Organisation for Economic Co-operation and Development, it examines how 15-year-olds use knowledge and skills in reading, mathematics and science. Science is the main focus of the 2025 cycle. The OECD explains the programme here.
The OECD says the initial PISA 2025 results were released on 8 September 2026. Today’s coverage is part of the continuing debate about those results; it is not a new release of the underlying data.
International comparisons can reveal patterns that deserve attention. They can prompt questions about who has opportunities to learn and which difficulties are widespread. But a score does not come with a ready-made explanation of its causes.
A result is a starting point
Imagine a hypothetical school finding that many students struggle to explain scientific evidence. It could respond by setting a target: improve the explanation scores.
That makes the expectation clearer. It does not yet show why students are struggling.
Some may know the science but find the wording difficult. Others may recall facts without understanding how to use them. Some may understand more than their written answer reveals. Those possibilities call for different responses.
The next useful step might be to look at students’ work, ask them to explain their thinking and try a different task. The purpose is to understand the problem well enough to make a sensible change.
A national comparison can help start this inquiry. Local evidence is needed to decide what the finding means for a particular group.
What AE adds to the discussion
Autopoietic ecology, or AE, asks how people become able to act, learn and change. In education, this means looking closely at the conditions that make learning possible.
A lesson involves much more than information reaching a student. Students need opportunities to ask, try, explain and reconsider. Teachers need to notice what is happening and have a workable way to respond.
An AE reading therefore follows the steps between receiving an assessment result and changing a learning experience. Who interprets the result? What do they decide it means? What changes in the classroom? Who receives additional support?
This matters because the same finding can acquire different meanings. A result that a teacher sees as a reason for discussion may become a performance target in a management meeting. The target may then shape which tasks receive attention. We need to examine those changes rather than assume the original educational purpose stays intact.
What improvement might look like in practice
Return to the imagined science class. A teacher asks students to compare two explanations of an experiment. They discuss which explanation fits the evidence and what further information they would need.
The teacher then changes the example. Can students use the idea in the new situation? Can they explain why their first answer was incomplete? Can a student who spoke little earlier now contribute?
These questions make “better understanding” more concrete. They also create opportunities for the teacher to discover that a planned activity is not working.
This is an illustration, not a claim that one teaching method will improve PISA results. Its value is in showing what a testable proposal could look like: a defined difficulty, an intended change and evidence that could show whether the change helped.
Who makes the improvement possible?
Suppose the lesson works well. Before recommending it everywhere, we should ask what it required.
Did the teacher spend an extra evening preparing materials? Did another adult support students who needed help? Were colleagues available to discuss the results? Could the activity work in a different class?
A successful lesson can build useful resources for later teaching. It can also depend on effort that cannot be repeated every week. AE helps keep both possibilities in view.
That shifts part of the discussion from asking teachers to do more towards examining whether schools can support the work being requested. A promise of improvement needs time, suitable materials, professional judgement and arrangements that allow difficulties to be addressed.
Better for which students?
An overall improvement may still leave some learners poorly served. A useful review would ask who participated, whose explanations were recognised and who remained uncertain.
It would also distinguish learning from appearing successful. If students become more familiar with a task format, that may help their performance. Whether they can use the underlying ideas elsewhere is another question worth testing.
Several explanations may fit a result. Curriculum, attendance, language, opportunities to practise and the circumstances of assessment may all deserve investigation. Choosing a favourite explanation too early can lead to a confident response to the wrong problem.
What should happen after the headlines?
The next important news will be about the responses: what is being changed, why that change was chosen and whether schools have the support to carry it out.
For a school, a manageable starting point could be one specific question about learning. Gather examples, discuss them with students and colleagues, try a response and examine what changes. Keep track of the work required as well as the outcome.
A useful public question follows: when a government promises better results, what will teachers and students actually be able to do that they cannot do now?
That is how an argument about scores can become an argument about educational opportunity.
